Trai to review tariff order

The Telecom Disputes Settlement and Appellate Tribunal (Tdsat) has asked the Telecom Regulatory Authority of India (Trai) to study again in-depth the entire scenario relating to tariff for addressable and non addressable systems. This is in response to Trai's order that "the a-la-carte rate for a pay channel for addressable systems shall not be more than 35 per cent of the a-la-carte rate of the channel as specified by the broadcaster for non-addressable systems".

This rate had been fixed in the proviso to Clause Four of the Telecommunication (Broadcasting & Cable) Services (Fourth) (Addressable System Order) 2010 issued on 21 July which came into effect from 1 September this year. Earlier, broadcasters charged from DTH and IPTV players 50 per cent of what they got from cable operators. Tdsat chairperson SB Sinha and members GD Gaiha and PK Rastogi in their order said Trai should start the process of tariff fixation upon taking the relevant factors into consideration afresh and should for the purpose of laying down tariffs undertake a detailed study of the same. The order came on appeals by ESPN, Zee Turner, Star Den, MSM Discovery, Sun TV Network, Viacom18, Ushodaya Enterprises of Hyderabad, and Neo Sports against the Trai Tariff Order. Some of the DTH operators with DTH Operators Association of India as also other MSOs have been impleaded as parties, as also the Tamil Nadu Progressive Consumer Centre.

On 23 August, broadcasters had moved Tdsat challenging Trai's tariff order to cap wholesale price of channels to service providers like DTH and IPTV. The broadcasters had submitted that while fixing the tariff, Trai had acted in an arbitrary and unreasonable manner and did not consider the suggestions of the stakeholders. At the outset, the Tdsat bench admitted it had not been able to deliver judgement for several reasons. "One of these being long arguments and a clarification sought for subsequently by us with regard to inter alia, the applicability of Section 11(1)(b)(iv) vis-a-vis Section 11(2) of the Trai Act and also due to non-filing of Written Statements by some of the counsel in time," it said.

Noting that it had been accepted by every stakeholder that almost all the problems would be solved if "addressability' is achieved, the tribunal said it failed to 'understand why the Government has not taken adequate measure in this behalf. Even in the capital town of Delhi, it has not been fully achieved." The Tribunal expressed the hope that the target fixed by Trai will receive adequate attention of the Government and it would implement the recommendations in letter and spirit.

Only Chennai had implemented Cas in full and the other three metros had only implemented this in pockets. Noting that it was clear that the DTH system was the most popular form of an addressable system, there cannot be any doubt or dispute that the vices attached to the non-addressable system can be eliminated provided the addressable system is put in place completely. The Tribunal, therefore, welcomed the move by Trai to set goals. Noting that the Supreme Court had asked Trai to proceed to carry out its exercise without in any way being influenced by the observations made by this Tribunal or the High Courts, the Tribunal said "Trai unfortunately, did not do so and proceeded on the basis of the observations made by this Tribunal." It opined that making of a tariff order would be imperative in view of the order of the High Court.

According to the broadcasters, the advertisement revenue payable to the DTH operators would be more than Rs 88 billion. Pay channel broadcasters pay only Rs 2.85 billion as carriage/placement.The tribunal said by the Tariff Order, two unequals were being treated equally. In the case of analogue under declaration is rampant; in another, it is nil. In one case, it is difficult to find out the acted viewership; in another it is not so. In one viewers have no choice or limited choice but in another the viewers can exercise their choices to the fullest extent. The tribunal also accepted the view that sports channels are a class by themselves and the difficulties faced by them have not been adequately addressed. The cost components of a sports channel cannot be compared with the general entertainment channels. Moreover, the cost of procuring content has been increasing over the years. It, therefore, said "it is no ground to contend that the sportscasters are aware of the tariff and, thus, they should mould their business model which should address that situation."

Mahaan Prarthanai Van Travels Across Tamilnadu

Mahaan a Mythological serial airing on Vijay TV, Monday to Friday at 1830 hrs has gained immense popularity amongst the viewers of Tamilnadu.  The serial depicts the birth, the calling, the sacrifices, the miracles and the sainthood life lived by different saints. Currently the life of the saint Guru Sri Ragavendrar is being featured on the show.

The story now showcases the last few days of Sri Raghavendra’s life leading upto the “Jeeva Samadhi”. Vijay TV has taken the efforts to ensure that the “jeeva Samadhi” sequence is portrayed in a fine way.

To commemorate the completion and the phenomenal success of Sri Ragavendrar series, leading upto the “Jeeva Samathi” of the saint; Vijay TV had planned for a special  ‘prarthanai van’ which is travelling all over Tamilnadu.

Kamal kickstarts MA promotions

Kamal Haasan, kick started the promotional campaign for Manmadhan Ambu today (Dec 4) afternoon at a well attended media meet at Park Sheraton in Chennai. Kamal was in his elements as he answered all questions in English, Tamil, Malayalam and Telugu regarding the making of the film.

The Manmadhan Ambu team of Kamal, director KS Ravikumar, music director Devi Sri Prasad, actress Sangeeta, choreographer Shobi and producer Udhayanidhi Stalin were present on the occasion.

A 30 minute curtain raiser of Singapore audio launch (to be telecast on Vijay TV on Sunday, December 5 at 11am) was screened for the media. The programme looks really interesting with DSP dancing to the title tune, Andrea singing and performing and Kamal and Trisha reciting the poem.

Later Kamal took over in his inimitable style and made the press meet a huge success. He said Manmadhan Ambu was shot in a huge ship three times the size of a football ground. The ship had three swimming pools and an auditorium which could accommodate 5000 people.

Kamal explained: "Before the shoot started in Europe we went to Dubai where the ship was anchored to take a look and get a feel of it. It took us two days for us to make an inspection of the shoot."

About MA, Kamal said: "It is a romantic comedy, but not on the lines of my earlier films like Panchathantram or Thenali with KSR. It will be something totally different. The number of days we spent rehearsing the script in Chennai, before the shoot in Europe showed the amount of hard work we put in to the film".

Devi Sri Prasad said :  "It was a dream come true for me to work in a Kamal sir film. I had earlier assisted in the making of Dasavatharam. I would say the highlight is Kamal sir written song Neeela Vaanam, which he has sung along with Priya Hemesh, it is so beautifully picturised by Ravikumar and choreographer Shobhi."

Catch Subramaniapuram's hitmaker on TV

Even before James Vasanthan's breakout Tamil album Subramaniyapuram hit the market, he was well-known among TV audiences as a host with a pleasant smile, easy manner and a genuine love for the medium.

Subramaniapuram's chart busting songs might have plucked him out of TV and into movies, but he stills retains a love for the small-screen, opting to return as a host when he can.

That has translated into James Vasanthan's latest appearance on television, a return to a channel he has worked with in the past. He hosts the game show Oru Varthai Oru Laksham which tests a participant's vocabulary of the Tamil language. It involves finding the correct word in a given duration with the help of clues, and is played by two teams, comprising of two members in each team.

In an exclusive chat with rediff.com, James Vasanthan talks about his first stint with TV, his successful tryst with cinema, and his experiences on returning to the small-screen. Excerpts:

How did Oru Varthai Oru Laksham happen?

Truth is, I had absolutely no time for TV as my cinema commitments are overwhelming. But Vijay TV was very insistent that I do it. Even then, I hesitated, because I wasn't sure how committed I could be to the project. But I was told that this would be a weekly show, so I figured, it would be just four episodes a month. I decided that I would do it for a month and see how things went from there. I have sorted out my schedule for the show.

What was it like hosting the show?

It's a fairly new concept, and I found it a bit complicated in the beginning. But since I have already had experience hosting shows, I managed to get the hang of it by the second episode. The participants of that particular episode were outstanding as well. That built up the momentum and from then on, everything went smoothly.

How did you start your stint in television?

Those were the days when satellite TV was just becoming a phenomenon. Back then, I had no real idea about how TV worked, so I had no issues with approaching a channel directly. I went to Sun TV [ Get Quote ], working as a newsreader for a while. Later, that slowly morphed into anchoring shows on various channels.

Let me tell you, though, that music and films have always been my focus. So when I got the chance, I went back to it.

How did being a TV personality change your life?

Well, people's perception of you changes, certainly. When you go out, they recognise you but it was actually the song Kangal Irandal (for Subramaniapuram) that made me a public figure. I knew the song would work, but I had no idea it would be so universally liked. When we were working on Subramaniapuram, I had finished tuning Kangal Irandal and I thought it had come out quite well. But then I started having second thoughts. I called Sasikumar and said, please cut this one out. But he convinced me to go ahead with it.

What projects are you working on, now?

At the moment, I'm working on Sasikumar's second film Eesan, and looking forward to working in more films.

Catch Oru Varthai Oru Laksham on Saturdays at 2000 hrs, on Vijay TV.

Whats in Uravugal Thodar Kathai

The concept of an arranged marriage is quiet unique to the Indian culture. The families choose the bride and the groom as per their own beliefs and customs and the two strangers are tied for a lifetime by the knot of holy matrimony. There is no question of a courting period or the individual preferences of the bride or the groom.

This story is a beautiful and heart warming story of a girl called Archana who, not unlike millions of other girls in India, knows that her marriage will happen with the consent of her parents and family. Like other young girls, she also has grown up fancying film stars and cricket stars…but to fall in love before marriage remains a distant dream for her.

Archana is born into a traditional family. She is the apple of everyone’s eye and lives a protected and sheltered life. Her family loves her very much and sets up her alliance with a deserving boy of their community. Although she willingly accepts her marriage with a boy, whom her parents have chosen as her life partner, she realizes that their relationship is not like any of the romantic notions she had nurtured in her heart about her future husband.

Her mother explains to her that love is an emotion that finds it’s way gradually into the relationship between a husband and wife. As they get to know each other more and more and learn to adapt themselves to their life partner, love will surface and they will find their bonds strengthened by it. Archana then begins the journey of discovery of her new life wondering if life is really the miracle that her mother proposes it is.

Love after marriage is something Archana is yet to experience and in the quest of that unrequited love, she is to chance upon changing dimensions of various other relationships… some bitter… some sweet… and finally discover that life is indeed a miracle.  Uravugal Thodarkathai would air every Monday – Friday at 12.30 pm on Vijay TV.  Don’t miss it.
